Boulder City is the only incorporated city in Nevada where gambling is prohibited by charter — a distinction that shapes both its economy and the assets its residents accumulate. With a population skewed toward retirees, a growth-restricted housing supply, and federal employment as its backbone, this is a different collateral market than Las Vegas.
Boulder City is one of only two locations in Nevada where gambling is illegal — and the only incorporated city in the state where that prohibition is set by charter. Section 128 of the Boulder City Charter, in force since 1959, bars any game, slot machine, pinball machine, or gambling device from being conducted, maintained, or operated within city limits. The municipal code reinforces this in Chapter 4-4-1. The provision is not a regulatory artifact that a licensing board can quietly amend; it is part of the founding document, approved by residents, and has been in effect since the city's incorporation on January 4, 1960.
The structural consequence is that Boulder City's economy has no resort-casino layer. Wealth here accumulates through federal employment, retirement income, and long-held real property — the kinds of assets owners rarely want to sell outright but sometimes need to borrow against.
Boulder City's population stood at 14,876 at the 2020 Census, with a 2025 estimate of 14,884. The median age is 53.5 years. More telling: 29.12% of residents are 65 or older, versus 16.84% nationally. The share of residents under 18 is 18.14%, against a national figure of 22.16%. This age distribution — skewed heavily toward retirement and pre-retirement cohorts — shapes the asset picture. In 1979, Boulder City voters passed a Controlled Growth Ordinance, now codified in Municipal Code Chapter 11-32, that caps the number of new residential building permits the city may issue each year. The ordinance also separately limits hotel development to roughly 35 new rooms per year. With new supply legally restricted, roughly 200–240 homes close across the city in a full year. The median sale price reached $495,000 in July 2026, per Movoto market data; the value floor is legislative rather than speculative, anchored by an ordinance nearly five decades old.

Government and institutional employment dominates rather than hospitality or gaming, which tends to mean salaried, stable income profiles rather than commission- or tip-dependent ones.
